EU Digital Services Act information
How kookey’s planned user-content service will handle EU notices, moderation decisions, user rights, and safety.
1.Current status and review record
The public site is not a user-content hosting service. The hosted product is planned for Q1 2027, and its operator, service design, establishment, size, and regulatory classification are not confirmed. The hosted service has not launched, and no DSA procedures are available yet. This information does not confirm that a specific DSA requirement applies or has been met. Before user uploads open, the operator will record the facts and thresholds reviewed, who performed the legal analysis, and the date of that review.
2.Service scope and classification
The public kookey website is currently a static landing page. The planned service will let users create rooms and share other material, store it, and make some content public. If offered to recipients in the EU, these functions may bring the service within the Digital Services Act (DSA) as a hosting service and, depending on the final design, an online platform. DSA duties are tiered: duties for intermediary services, hosting services, and online platforms differ, and some platform obligations have an exemption for qualifying micro and small enterprises. The operator will apply the rules that fit the service actually launched.
3.Contact points and legal representative
The provider will publish a contact point for authorities and a separate, easily accessible contact point for users, under DSA Articles 11 and 12 where applicable. If the provider is not established in the EU but offers services in the EU, it will appoint a legal representative in an EU Member State where required by Article 13 and publish that representative’s details. The operator will maintain those channels and answer communications promptly.

4.Terms and content moderation
The service terms will describe content restrictions, moderation practices, and any automated tools in clear language, including meaningful information about the main parameters of any recommender system where required by DSA Article 14. Moderation decisions will be made diligently, objectively, and proportionately, with attention to the rights and legitimate interests of everyone involved. The DSA does not create a general obligation to monitor all user content, but does impose specific notice, action, and transparency duties.
5.Report illegal content
A notice-and-action form will let a person identify the precise location of allegedly illegal material and provide an explanation sufficient for the provider to assess the allegation, along with a name and email address where required by Article 16. The provider will confirm receipt where the notice includes an electronic contact, assess it in a timely, diligent, non-arbitrary, and objective manner, and communicate its decision and any available redress. A report of content that violates kookey’s community rules can also be made even if the content is not alleged to be illegal.

6.Reasons, appeals, and dispute settlement
When the provider restricts content or an account for illegality or incompatibility with its terms, it will give the affected user a clear statement of reasons as required by Article 17, including the nature, scope, duration, and relevant facts and legal or contractual basis of the measure. If kookey is an online platform within scope, users will be able to complain electronically and free of charge about eligible content and account decisions for at least six months under Article 20, subject to the statutory exceptions. The provider will also identify certified out-of-court dispute settlement bodies under Article 21 and explain that this route does not remove the right to go to court.
7.Trusted flaggers and authority orders
Where applicable, the service will prioritize notices submitted by DSA-designated trusted flaggers under Article 22 while still assessing them independently. The provider will act on orders from competent authorities under Articles 9 and 10, verify their legal basis and scope, and provide the required information to the issuing authority. These channels do not prevent users from contacting national Digital Services Coordinators.
8.Transparency and recommendations
The provider will publish the applicable DSA transparency reports at the frequency and level of detail required for its size and category. If the service ranks or recommends rooms, users will receive a plain-language explanation of the main recommendation parameters and controls required by Article 27. If the service displays advertising, each ad will be clearly identified with the beneficiary and payer information required by Article 26, and it will not target a user on the basis of profiling using special-category data.
9.Protection of minors
kookey is planned for users aged 13 and older and will be accessible to minors under 18. If the service is an online platform within the DSA, Article 28 requires appropriate and proportionate measures to ensure a high level of privacy, safety, and security for minors. The design will account for direct-message contact, unwanted adult-to-minor interactions, exposure of personal data, harmful content, blocking and reporting, and age-appropriate defaults. The service will not show profiling-based advertising when it knows with reasonable certainty that the recipient is a minor. The European Commission’s 2025 minors guidelines will inform the risk assessment and safeguards.
10.How to contact us under the DSA
EU users and authorities will be able to reach the provider through the contact points published on the Legal Contact page when the hosted service opens. Notices should include a direct link to the content, a concise explanation of the concern, the country whose law is relevant, and any supporting information needed to assess it. Do not include unrelated sensitive personal data.
11.Current reporting and complaint route
No DSA notice form, in-product complaint route, legal representative, or monitored DSA contact is available on this website. The general project email is listed elsewhere, but it is not confirmed as monitored and is not a verified legal-notice channel. The operator will publish working user and authority contact points, languages, required information, and the steps for review and appeal before the hosted service accepts user content.
