Transparency & moderation report

A template for explaining how a kookey operator handles content and account reports.

1.Reporting period and current status

The hosted service is still planned, so there are no moderation reports, counts, or reporting periods to share yet. We’ll publish a report once the service is operating and reliable records are available. A zero count will be reported only for a defined period after reliable records are checked.

2.Measures the first report will define

Before publishing numbers, the operator will define what is counted, which service and period are covered, what systems provide the data, and how duplicate or withdrawn reports are handled. Planned reporting categories include:

  • Notices by source and category, including illegal-content and copyright reports.
  • Content or account actions, with action type and review outcome.
  • Appeals filed, decisions changed, and how independent review is counted.
  • Time to initial review and final decision, with the calculation method.
  • Government requests and disclosures, with emergency requests separated where possible.

3.Privacy, suppression, and limitations

Reports must not identify users, reporters, children, or sensitive investigations. The first report will specify any small-count suppression, rounding, missing records, automated processing, or changes in definitions. If the service does not yet have reliable data for a measure, the report will say “data not available” and explain the limitation instead of estimating.

4.Corrections and publication history

The first report’s publication schedule, correction route, and archive are not available yet. We’ll share those details with the first report. Each report should show its publication date, covered period, and later corrections. The listed project email is not confirmed as monitored. A report-feedback contact will be provided when the first report is published.

5.How to read missing or small numbers

A blank value, “not available,” and a measured zero mean different things. A zero should be used only when the operator checked the defined systems for the complete reporting period and found no events in that category. “Not available” means the records or method cannot support a reliable count. Small counts may be grouped or withheld to protect people’s privacy. Each report will explain when this affects the numbers.

6.Moderation limits and appeals

A report count does not show whether every harmful post was found, whether a decision was correct, or how safe a community is. A useful report will explain the review process, what actions are included, what users can appeal, and how often decisions changed after appeal. The current website has no moderation, reporting, or appeal workflow, so there are no activity figures to report.

7.First publication checkpoint

The first report will identify the service and operator, reporting dates, definitions, data sources, any gaps, how small counts are handled, and how to send feedback. The first report’s schedule has not been set. We’ll share the report after the hosted service has operated long enough to produce reliable records.
